The county is shirking it's obligation to actively address this issue and I'm pleased that the city may take this on. My suggestions are: 1. Post sandwich-board signs at the jetty and access points letting dog owners know the rules; 2 2. Have animal control aggressively enforce the law for those who venture into Newport with a dog; 3.
